Implementation of the EU directive on services in the internal market

Extensive assistance in implementing the EU services directive - First Saxony and now Cologne turn to DResearch for eGovernment expertise

The first stage of the EU services directive has to be implemented by the end of this year, and one of its requirements is an ePayment solution.  This is a challenging task, and one for which German states and local authorities are well advised to seek expert help.  The state of Saxony and the city of Cologne have chosen ePayment specialists DResearch to support them.  This Berlin-based IT company does not just give advice, but if desired, also assists with the complete integration of a payment solution, on schedule and using their own programmers.

German states and local authorities are under a lot of time pressure.  Paragraph 8 of the directive from the European Parliament and the Council on Internal Market Services requires that all processes and formalities relating to the acceptance or pursuance of a service activity have to be capable of being easily transacted electronically from afar.  It therefore explicitly includes the facility for electronic payment for services.

DResearch has previously taken a significant role in the development of the Federal Government’s payment platform and those of several states (Saxony, North Rhine Westphalia and Brandenburg) as well as in  developing the ePayment solutions for local authorities in Brandenburg and Saxony.  Now the company is also assisting the city of Cologne in eGovernment/ePayment matters.  DResearch developed specific proposals for the implementation of the EU services directive and also offered all-round support provided by its own software specialists for the introduction of a payment platform.

Citizens can derive significant benefits from easy and secure ePayment solutions.  The aim of the state and local authorities is to establish an up-to-date administrative system which offers citizen-friendly services and also satisfies the legal requirements of the directive.  DResearch’s support in Cologne and Saxony is helping Germany as a whole to take a leading role in the field of eGovernment.
